Located in the heart of Kigali central business district, the facility is an 8 stories building designed to accommodate the new training center for the NISR. It covers across floor area of 5603.6 m2. The new extension encompasses a parking basement for 33 cars, a main store on the level 1, training classes, three amphitheaters, nonlibrary, archives, one restaurant plus a kitchen and a board meeting room. Five entrances, including a vehicular Entry/Exit door to the basement, are proposed to facilitate the access to the building at different levels. The new NISR training center design is a reflection of the local culture of Rwanda. The façade design was inspired from the traditional hand-woven traditional basket commonly known and used in so many ways by Rwandans. The use of innovative design technologies instead of opaque materials, the eight stories training center will mitigate the intense heat gain and glare from the eastern and western sun radiation via sun shading devices.
